HAVRE, Mont. (NMB) – Andrew Brekke, Havre City Council’s newest member, is ready to put his knowledge to work for the community.
Brekke says one of his top priorities is improving Havre’s infrastructure, which he believes could be accomplished with Special Improvement Districts, something he also worked on during his last time with the council.
“I do think that is the proper way to move forward again. That is in smaller scale projects, going to property owners in specific small areas and saying here’s the situation. Would you be willing to take on the added burden in your area to provide underlying infrastructure and partner with the city in areas where we can provide funding and maybe we can work together on a project and get something done.”
Brekke says he also wants to put a referendum on the November ballot that would make Havre a charter government, which would allow the city to have self-governing powers. Previous attempts at similar ballot initiatives have failed, but Brekke believes he knows how to get it across the finish line.
“In previous years, it was incorporated into a larger plan of change of government…This time, by carving out the charter specifically, which was probably the most popular piece of the group of ideas. And not going with a manager and not changing the overall structure of the council might be easier…It’s the simplest piece, it’s the easiest to explain in my opinion, and it usually is the most popular portion of a new change in form of government. And I think it would get us to the next step. And then, down the road, we can talk about other issues. But this one is important for Havre, at the current time.”
Andrew Brekke previously served Ward 4 from 2008 to 2018, but left the council after moving to Ward 3.
