Legal Process to Adopt Urban Renewal Plan

(Havre) – The City of Havre is looking at adopting an urban renewal plan to reduce blight in their community. Mitch WerBell, Assistant Professor of Law at the University of Montana, explains the legal process the council must utilize to adopt an Urban Renewal plan.

“In essence, an urban renewal plan is approved by ordinance. The City Council is the local legislative body that does that and it may not approve and urban renewal project for an urban renewal area unless the local governing body, the City Council has determined by resolution that the area is blighted and to address due process of law, notice in a hearing are required in this process.”

The next public hearing on Havre proposed urban renewal plan is on Monday November 3rd, 7pm, at City Hall as part of the monthly city council meeting.
