Hill County Park Board Discusses Grazing Allotments

HAVRE, Mont. (NMB) – The Hill County Park Board convened on Monday evening for their regular monthly meeting.

The only item of new business was a request from Ray and Debbie Kallenberger about an issue they have with grazing allotments.

The Kallenberger’s allotment was terminated several years ago due to the fact that they didn’t have cows any more.

The herd was built back up and the Kallenberger’s said they asked Park Superintendent Chad Edgar in 2016 or 2017 to put them on the waiting list for grazing.

However, this past spring after their nephew, Clint Solomon, gave up his allotment, the Kallenberger’s say they spoke with Edgar and he told them they were just added to the waiting list and were on the bottom.

Some of the allotment ended up going to people Solomon gave permission to, while the rest was split up among grazers in the area.

The Kallenberger’s say they were never contacted about the allotment, despite the fact that the Grazing and Haying Ordinance for Beaver Creek Park says immediate family members may apply for grazing use in the Park when an existing grazer gives up their allotment, and would have priority provided they qualify.

They say that there has never been any formal paperwork that they have been asked to complete in their history grazing at the Park, and that the process by which allotments are allocated needs to be more transparent.

They are asking for an allotment at Beaver Creek Park again, preferably one in the south end.

The Park Board ended up tabling the issue and will bring it up again at next month’s meeting. The Board says they want to take a close look at the Ordinance and come up with a more formal procedure for doling out allotments.
