(Havre) – The City of Havre has started the process of setting up an urban renewal district in the downtown area. Mitch WerBell, Assistant Professor of Law at the University of Montana told New Media Broadcasters what the goal of an urban renewal district is.
“That’s basically an area that municipalities such as the city of Havre for instance designate as blighted, meaning in essence that it’s deteriorating or underdeveloped. That term has been used for quite some time. But the ultimate goal is to encourage reinvestment in public improvement.”
